摘要:国民经济动员预案是专家经验知识的积累,而国民经济动员决策又具有认知的特点,依据国民经济动员预案进行国民经济动员快速决策是一个重要的辅助决策方法。提出了依据预案进行决策的框架,并且详细阐述了决策过程中的几个阶段即问题解释、预案检索、匹配重用、调整适应和预案评价。

Abstract:National Economy Mobilization Prepared Plan is the accumulation of many experts' experience and knowledge while Economy Mobilization Decision-making is characterized by cognition. Quick Decision-making based on Prepared plan is a very important assistant method. This paper firstly puts forward the framework of Economy Mobilization Decision-making based on prepared plan, then elaborates several phases in the decision-making process: problem interpretation, searching prepared plan, matching and reusing, adjustment and adaptation, and evaluating prepared plan.
