论产学研合作模式的进化——一个共生进化视角的透视
Discussion on the Evolution of Industry-University-Research Institute Cooperation Mode——A Perspective from Symbiotic Evolution

摘要:我国产学研合作模式长期停滞在低水平上,进化速度缓慢,一个学术上的原因是缺乏对产学研合作模式进化机理的系统解答,导致理论支持和政策依据不足。针对此,运用共生理论的解释框架,透视产学研合作模式的进化机理,明晰阻碍进化的影响因素。在理论分析的基础上,提出推进产学研合作模式进化的措施:产学研各方要改进质参量,提高兼容度;政府要通过加强知识产权保护、促进中介及投融资机构发展、完善信息环境和社会诚信环境建设,不断改善共生环境;政府要引导和扶持点对点共生界面的扩展,使之发挥连续性作用,并逐步改变共生界面的制定方式,优化共生界面。Abstract:In China, Industry-niversity* Research Institute Cooperation Mode(IURCM) stays at a low level for a long time with slow evolution speed. One academic reason is the shortage of systematic answers of IURCM evolutionary mechanism which leads to deficiency of theory supports and policy evidences. Based on explanation framework of Symbiosis, the article examines IURCM evolutionary mechanism and distinguishes the elements which prevent evolution. Relying on this, measures of promoting IURCM evolution are brought forward. The measures are as follows: property parameters regarding Industry, University and Research institute should be promoted and compatible degree should be improved; government needs to constantly improve symbiotic environment in respect of strengthening the intellectual property rights protection, promoting the development of medium and financing organizations, improving the construction of information environment and social trust environment; government is also supposed to conduct and help point-to-point symbiotic interfacial extension of which the function should be successive, and change the manners of symbiotic interfacial establishment step by step in order to achieve optimization.
