摘要:推进国民经济动员项目建设融资多元化有利于解决国民经济动员建设投入不足、缓解财政压力、调动多方参与建设积极性、盘活国民经济动员项目资产、服务市场经济、建立军民融合型国民经济动员体系等作用.在实现国民经济动员项目建设融资多元化的过程中,应把握的关键问题包括：国民经济动员项目功能的多元融合,国民经济动员项目的产权界定与安排,国民经济动员项目建设的融资方案与使用合约,项目规划、融资、建设、维护、运营、管理的一体化,中央、地方政府及民间投资主体在国民经济动员项目建设中的责任分摊与信息共享,从观念与体制上消除民营资本进入国民经济动员项目投融资建设的障碍等.实现国民经济动员融资多元化的可行模式包括：政府投资、政府运营模式,政府投资、公司运营模式,政府补贴、公司运营模式,项目融资、特许经营模式,股份融资、公司化运作模式,整体打包开发模式,期权合约模式等.
Abstract:Diversification of the financing of national economic mobilization project can be useful to solve the problem of insufficient input to the construction of national economic mobilization, relieve the pressure on public finance, stimulate the initiatives of all parties taking part in the construction, revitalize the stock assets of national economic mobilization projects, serve for market economy, construct military-civil integrated national economic mobilization system, and so on. In the process of diversifying the financing of national economic mobilization project, the key problems that we should solve include the following aspects: the fusion of multi-function, property definition and arrangement, and the financing plan and utilizing contract of the national economic mobilization project; the integration of the planning, financing, constructing, maintaining, operating, and management; dividing duties and sharing information among the central and local governments and civil investors in the process of constructing the national economic mobilization project; eliminating the barriers of private capital entering the field of national economic mobilization project construction from the ideas and the institutions. The feasible models in the diversification of the financing of national economic mobilization project include: government investing and government operating; government investing and corporation operating; government subsiding and corporation operating; project financing and franchising; equity financing and corporation operating; integrated packed developing model; option contract model, etc.
