Changes in physical conditions in the flooded areas made commuting very difficult and possibly dangerous. People who lived in the areas solved the problem by using tools that they could find to inform others of the changes, which proved to be inefficient and often damaging to state or others’ properties. In addition, the official flood map produced by the government was incomplete, resulting in failure to render assistance to all flood victims thoroughly.

3. information of flood victims who are in areas that are difficult to access or need help – the information
includes the number of family/community members, the number of sick people/pets, items or food in
need and location of the house.
