  Introduction:

  Before evaluating the challenges and risks accompanying the BRI projects, it is crucial to understand how involved BRI countries are doing in current global sustainability map. Can we accomplish a sustainable BRI? This paper intends to calculates the total-factor energy efficiency (TFEE) of 60 B&R countries during 1995-2015 by data envelopment analysis (DEA), investigating the conditional TFEE convergence between B&R countries relative to 15 European Union countries (EU-15) by panel quantile regression, and analyzing the change of convergence with the change in TFEE growth for relatively high- and low-income B&R countries. In the end, we ask, how the BRI can work as a golden opportunity for the world to redress the global North-South power dynamics that have been dominating the world in the past 200 years?

  And how through the BRI all countries and global partners can explore and ensure mutual accountability driving “Globalization 2.0” bilaterally through the BRI 2.0?

  Speaker's profile:

  Zhang Xiaoling is a doctoral tutor, associate professor of the City University of Hong Kong, a research fellow of Shenzhen Research Institute of the City University of Hong Kong, deputy secretary general of the China Construction Management Research Association, and deputy director of the China Regional Sustainable Development Professional Committee. He has worked at Hong Kong University and Hong Kong Polytechnic University. Dr. Zhang Xiaoling attaches great importance to the integration of disciplines and interdisciplinary research. The main research directions are: sustainable development science from the perspective of big data, energy economy and management, regional sustainable development and transformation, corporate environmental management and innovation, sustainable urbanization, Real estate and construction companies' sustainable competitive advantages. Nearly 130 SCI/SSCI academic papers have been published in Applied Energy, Energy Policy, IJPM, etc. So far it has been cited for a total of 2829 times (Googlescholar), the H-index is 26, and the Research Gate Index is 41.60. He has won the "President's Appreciation Award" and "Outstanding Young Research Scholar Award" of City University of Hong Kong. He was invited to go to Cambridge University and other famous universities at home and abroad for short-term academic exchanges. At present, as the project leader, he undertakes projects of the National Natural Science Foundation of China, the Hong Kong Research Grants Council and the Hong Kong Environment Agency. At the same time, he is also the editorial board member and editor of several SCI and SSCI international journals.
